শুক্রবার, ৯ জিলহজ, ১০ হিজরী সনে আরাফার দিন দুপুরের পর রাসূল সাল্লাহু আলাইহি ওয়াসাল্লাম লক্ষাধিক সাহাবির সমাবেশে হজের সময় এই বিখ্যাত ভাষণ দেন। হাম্‌দ ও সানার পর স্বীয় ভাষণে ইরশাদ করেনঃ আল্লাহ ছাড়া আর কোনো মা’বুদ নেই। তাঁর সমকক্ষ কেউ নেই।

আল্লাহ তাঁর ওয়াদা পূর্ণ করেছেন। তিনি তাঁর বান্দাকে সাহায্য করেছেন। আর তিনি একাই বাতিল শক্তিগুলো পরাভূত করেছেন।

হে আল্লাহর বান্দারা! আমি তোমাদের আল্লাহর ইবাদত ও তাঁর বন্দেগির ওসিয়ত করছি এবং এর নির্দেশ দিচ্ছি।

হেল লোক সকল! তোমরা আমার কথা শোন। এরপর এই স্থানে তোমাদের সাথে আর একত্রিত হতে পারব কি না জানি না।
হে লোক সকল! আল্লাহতায়ালা ইরশাদ করেছেন, হে মানবজাতি! তোমাদের আমি একজন পুরুষ ও একজন নারী থেকে পয়দা করেছি এবং তোমাদের সমাজ ও গোত্রে ভাগ করে দিয়েছি যেন তোমরা পরস্পরের পরিচয় জানতে পারো। তোমাদের মধ্যে সেই ব্যক্তিই আল্লাহর দরবারে অধিকতর সম্মান ও মর্যাদার অধিকারী, যে তোমাদের মধ্যে অধিক তাকওয়া অবলম্বন করে, সব বিষয়ে আল্লাহর কথা অধিক খেয়াল রাখে। ইসলামে জাতি, শ্রেণীভেদ ও বর্ণবৈষম্য নেই। আরবের ওপর কোনো আজমের, আজমের ওপর কোনো আরবের শ্রেষ্ঠত্ব নেই। তেমনি সাদার ওপর কালোর বা কালোর ওপর সাদার কোনো শ্রেষ্ঠত্ব নেই। মর্যাদার ভিত্তি হলো কেবলমাত্র তাকওয়া।

আল্লাহর ঘরের হিফাযত, সংরক্ষণ ও হাজিদের পানি পান করানোর ব্যবস্থা আগের মতো এখনো বহাল থাকবে।
হে কুরাইশ সম্প্রদায়ের লোকরা! তোমরা দুনিয়ার বোঝা নিজের ঘাড়ে চাপিয়ে যেন আল্লাহর সামনে হাযির না হও। আমি আল্লাহর বিরুদ্ধে তোমাদের কোনোই উপকার করতে পারব না।
যে ব্যক্তি নিজের পিতার স্থলে অপরকে পিতা বলে পরিচয় দেয়, নিজের মাওলা বা অভিভাবককে ছেড়ে দিয়ে অন্য কাউকে মাওলা বা অভিভাবক বলে পরিচয় দেয় তার ওপর আল্লাহর লা’নত।

ঋণ অবশ্যই ফেরত দিতে হবে। প্রত্যেক আমানত তার হকদারের কাছে অবশ্যই আদায় করে দিতে হবে।

কারো সম্পত্তি সে যদি স্বেচ্ছায় না দেয়, তবে তা অপর কারো জন্য হালাল নয়। সুতরাং তোমরা একজন অপরজনের ওপর জুলুম করবে না। এমনিভাবে কোনো স্ত্রীর জন্য তার স্বামী সম্পত্তির কোনো কিছু তার সম্মতি ব্যক্তিরেকে কাউকে দেয়া হালাল নয়।

যদি কোনো নাক, কান কাটা হাবশি দাসকেও তোমাদের আমির বানিয়ে দেয়া হয় তবে সে যত দিন আল্লাহর কিতাব অনুসারে তোমাদের পরিচালিত করবে, তত দিন অবশ্যই তার কথা মানবে, তার প্রতি আনুগত্য প্রদর্শন করবে।

শোনো, তোমরা তোমাদের প্রভুর ইবাদত করবে। পাঁচ ওয়াক্ত সালাত যথারীতি আদায় করবে, রমজানের রোজা পালন করবে, স্বেচ্ছায় ও খুশি মনে তোমাদের সম্পদের জাকাত দেবে, তোমাদের রবের ঘর বায়তুল্লাহর হজ করবে আর আমিরের ইতা’আত করবে, তা হলে তোমরা জান্নাতে দাখিল হতে পারবে।

হে লোক সকল! আমার পর আর কোনো নবী নেই, আর তোমাদের পর কোনো উম্মতও নেই।

আমি তোমাদের কাছে দু’টো জিনিস রেখে যাচ্ছি। যত দিন তোমরা এ দু’টোকে আঁকড়ে থাকবে, তত দিন তোমরা গুমরাহ হবে না। সে দু’টো হলো আল্লাহর কিতাব ও রাসূলের সুন্নাত।
তোমরা দীনের ব্যাপারে বাড়াবাড়ি থেকে বিরত থাকবে। কেননা তোমাদের পূর্ববর্তীরা দীনের ব্যাপারে এই বাড়াবাড়ির দরুন ধ্বংস হয়েছে।

এই ভূমিতে আবার শয়তানের পূজা হবে এ বিষয়ে শয়তান নিরাশ হয়ে গেছে। কিন্তু ক্ষুদ্র ক্ষুদ্র বিষয়ে তোমরা তার অনুসরণে লিপ্ত হয়ে পড়বে। এতে সে সন্তুষ্ট হবে। সুতরাং তোমাদের দীনের বিষয়ে তোমরা শয়তান থেকে সাবধান থেকো। শোনো, তোমরা যারা উপস্থিত আছো, যারা উপস্থিত নেই তাদের কাছে এই পয়গাম পৌঁছে দিয়ো। অনেক সময় দেখা যায়, যার কাছ পৌঁছানো হয় সে পৌঁছানেওয়ালার তুলনায় অধিক সংরক্ষণকারী হয়।

তোমাদের আমার সম্পর্কে জিজ্ঞেস করা হবে। তখন তোমরা কী বলবে? সমবেত সবাই সমস্বরে উত্তর দিলেনঃ আমরা সাক্ষ্য দিব, আপনি নিশ্চয় আপনার ওপর অর্পিত আমানত আদায় করেছেন, রিসালতের দায়িত্ব যথাযথ আনজাম দিয়েছেন এবং সবাইকে নসিহত করেছেন।

রাসূল সাল্লাল্লাহু আলাইহি ওয়াসাল্লাম আকাশের দিকে পবিত্র শাহাদাত অঙ্গুলি তুলে আবার নিচে মানুষের দিকে নামালেন।
হে আল্লাহ! তুমি সাক্ষী থাকো। হে আল্লাহ। তুমি সাক্ষী থাকো।

Oh! My ummats, my dear followers, certainly your creator is one. Your father (Hazrat Adam) is one. Be aware! There is no superiority of Arabs on non Arabs or non Arabs on Arabs; there is no supeririority of white on black or black on white. But he or she is the superior of all who has fear of his or her creator. Therefore, race, color, or nation are not the sign or proof of superiority, but only fear ness of one creator is the only measurement of superiority. One whose soul is as much afraid of Allah and virtuous, he or she deserves that much excellence and superiority of soul.

One Muslim is brother of another Muslim. So, all Muslims are brothers to each other. Your servants belong to you only. So, which you eat or wear, give the same things to them.

All killing of dark era is avoided from now. All types of interests are avoided from now. About the women, be afraid of your creator. Certainly you have rights upon your women; they have also rights upon you accordingly.

Oh! my dear ummats, how much this holy day of Haj of this pure land of Mecca is the most expected and purest to you, that much respectable will be the others'' lives and wealth to each other up to the last day of this world. So, to destroy any more lives and wealth are haram (avoided) for you from now up to the last day.

Oh! People, no more messenger of God will come after me, and no more ummats (followers) will come after you also. So, I am the last prophet and you are the last followers. Always pray for your creator. Pray 5 times (namaj). Keep fasting for one month during a whole year. Give the zakat (charity) from your wealth with satisfied and happy mind. Accomplish your Haj at the purest house of Allah '' Kaba Sharif '' . Listen to your capable leaders. Then you will be able to enter in to heaven.

Oh! My ummats hold strongly which I have kept for you, then you will never fall in distress. That wealth is nothing but the Holy Quran and His prophet''s ideals.You know certainly no messenger will born after me. I am the last prophet and messenger of your creator. Who are present now, reach my speeches to all others who are absent here. At last, he said with emotional voice,

“Oh! My Allah, my Lord, have I been able to reach your sayings to human beings?"

Lac lac voices acknowledged then, certainly! certainly! Then prophet Muhammad said to Allah for 3 times, “Oh! Allah, you are the witness, you are the witness, you are the witness." Then the last words of Holy Quran from Allah were sent by the angel (Hazrat Zibrael): "Now I have fulfilled your religion for you and accomplished my own grace towards you, and approved Islam as your complete religion."

Country faces severe dearth of chartered accountants

The country is facing a severe dearth of chartered accountants (CAs) as less than 1,000 qualified CAs are working at different levels against the requirement of about 12,000, according to an estimate of the Institute of Chartered Accountants of Bangladesh (ICAB).

Partly qualified CAs and non-chartered accountants now fill the gap, which, experts said, could hurt stakeholders' expectation of getting accurate and reliable financial reporting.

According to the ICAB, the gap has been created due to the expansion of economic activities, spurred by rapid growth in investment in private sector, now the main-engine of Bangladesh economy.

While a consistent growth of investment in the capital market has also fuelled the demand for qualified accountants to prepare reliable financial reports, as many investors make their decisions based on the accounting numbers.

However, CAs have not come out in line with the requirement due to the poor rate of passing. The ICAB said it was due mainly to the enrolment of weak students in the past.

“In the last 15 years, our national economy registered a strong growth supported by increase in economic activities in the private sector, which is in strong need of qualified CAs,” said Md Humayun Kabir, president of ICAB.

As per ICAB data, there are only 1015 CAs in Bangladesh. Of them, about 200 are working abroad.

The ICAB chief said the institute has estimated the requirement based on the demand from corporate bodies. “We receive requests for CAs on a regular basis now,” Humayun said, claming that he had received at least 100 requests for CAs in the last seven months.

He said in most of the cases partly qualified CAs fill the gap and prepare financial reports, which might affect the optimum use of economic resources by firms.

He, however, hoped that more CAs will come out in future, as good students with business education, inspired by attractive remuneration and benefits, are joining the foray.

At present, the salary range in CA profession is between Tk 100,000-Tk 500,000.

To cope with demands, the ICAB has simplified the procedures so that more students admit and pass out every year. “We have taken a 10-year strategic plan aiming at increasing the number and quality of CAs,” he said.

NI Chowdhury, secretary of ICAB, said nowadays he receives every day at least two requests for CAs.

Dearth of CAs may create the scope of flawed financial reports that, in turn, may affect both investors and government's revenue earning, he said.

Dr Mahmud Hossain, assistant professor of Accounting, University of Memphis, USA, said qualified accountants are required to prepare accurate and reliable financial reports for investors, especially in the stock market.

“Investors make decision based on accounting numbers. Therefore, it is important that financial statements disseminate accurate and reliable information,” he said during his visit in Dhaka early this month.

Mahmood Osman Imam, a professor of finance at Dhaka University who tracks corporate governance practices in Bangladesh, admitted that there are shortages of CAs but said audit or CA firms should improve the quality of auditing.

“Except a few of the audit firms, most of the external audit firms fail to ensure quality in their audits, ” he said.

“If they (audit firms) perform their jobs properly, transparency could have been ensured much, he added.

“Rather than arguing about the shortage, they should improve the quality of auditing,” he said.

বাংলাদেশে বিশেষত ঢাকা শহরে বড় কোন ভূমিকম্প হলে পরিস্থিতি কী হবে, সেটা চিন্তা করতেও ভয় লাগে। আমি সাধারণত ‘আবহাওয়াজনিত’ দুর্যোগ নিয়ে কাজ করি। তাই, ভূমিকম্প আমার বিষয় নয়। কিন্তু যেহেতু সবরকম দুর্যোগ ব্যবস্থাপনার মধ্যেই মিল রয়েছে, কাজেই এর কিছু খোঁজ আমাকেও মাঝে মাঝে রাখতে হয়। নীচে ভূমিকম্পের সময় জান বাঁচানোর জন্য কী করণীয় সে সম্পর্কে কিছু টিপস দিলাম। টিপসগুলো বিভিন্ন ভূমিকম্পের সময় উদ্ধার কর্মীদের প্রত্যক্ষ অভিজ্ঞতার আলোকে লেখা।

১। ভূমিকম্পের সময় অনেকে টেবিল, চেয়ার, বিছানা ইত্যাদির নীচে আশ্রয় নেন- যা অবশ্যই পরিহার করা উচিত। কিন্ত কিছুদিন আগেও এটা ভূমিকম্পের সময় বহুল প্রচলিত একটি পদ্ধতি ছিল, যা ‘ডাক এন্ড কাভার’ (Duck and Cover) পদ্ধতি নামে পরিচিত। পৃথিবীর বড় বড় ভূমিকম্পে উদ্ধারকর্মী হিসেবে যারা কাজ করেছেন তারা বলছেন- ভূমিকম্পের সময় ‘ডাক এন্ড কাভার’ পদ্ধতি যারা অনুসরণ করেছে, তাদের বেশিরভাগকেই তারা নিহত অবস্থায় পেয়েছে। ডাগ কপ নামক একজন অভিজ্ঞ উদ্ধারকর্মী ১৯৮৫ সালে মেক্সিকো সিটির ভূমিকম্পে উদ্ধার কাজে অংশ নেন। প্রথম যে বিল্ডিংটিতে তিনি ঢোকেন, সেটি ছিল একটি স্কুল। ভূমিকম্পের সময় স্কুলের বাচ্চাদের বলা হয়েছিল ডেস্কের নীচে আশ্রয় নেবার জন্য। তারা প্রতিটি শিশুকেই ডেস্কের নীচে গুঁড়িয়ে যাওয়া অবস্থায় পান। এক্ষেত্রে ভূমিকম্পের সময় যেটা হয়- বিল্ডিং ভেঙ্গে পড়ার সময় সিলিং-এর সম্পূর্ণ ভার এসব অবজেক্টের ওপর পড়ে, তাতে এর নীচে আশ্রয়গ্রহণকারীর বেঁচে থাকার কোন উপায় থাকে না। তাই, ভূমিকম্পের সময় ডেস্ক, টেবিল ইত্যাদি কোন কিছুর নীচে ঢুকে আশ্রয় নেয়া ঠিক না।

২। উদ্ধার কর্মীরা আরো লক্ষ্য করেছেন- বিল্ডিং ভেঙ্গে পড়ার সময় সিলিং যখন কোন অবজেক্টের ওপর পড়ে একে গুঁড়িয়ে দেয়, ঠিক তার পাশেই ছোট্ট একটি খালি জায়গা বা void-এর সৃষ্টি হয়। একে তারা বলছেন ‘সেফটি জোন’ বা ‘ট্রায়াঙ্গল অফ লাইফ’। তাই ভূমিকম্পের সময় বড় কোন সোফা বা বড় কোন অবজেক্ট যেটা কম কম্প্রেস করবে- এরকম কিছুর পাশে আশ্রয় নিলে বাঁচার সম্ভাবনা বেশি থাকে। মানুষের বেঁচে থাকার জন্য ছোট্ট একটু void-ই যথেষ্ট। বিপন্ন অবস্থায় কুকুর, বিড়াল এবং শিশুদের একটা সহজাত প্রবৃত্তি হল কুন্ডলি করে গুটিশুটি হয়ে যাওয়া। ভূমিকম্পের সময় মানুষেরও এটা অনুসরণ করা উচিত। তাহলে বিভিন্ন অবজেক্টের পাশে গুটিশুটি করে আশ্রয় নিলে এগুলো ভূমিকম্পের সময় যে ছোট void-এর সৃষ্টি করবে তাতে বেঁচে থাকার সম্ভাবনা বেশি থাকবে।

৩। রাতের বেলা ঘুমানোর সময় ভুমিকম্প হলে কোন হুড়াহুড়ি করার দরকার নেই। গড়িয়ে মেঝেতে কুন্ডলি পাকিয়ে শুয়ে পড়ুন বিছানাকে ঢাল বানিয়ে। তার মানে আবার বিছানার নীচে যেন ঢুকবেন না, বিছানার পাশে আশ্রয় নিন। তেমনি ভূমিকম্পের সময় জানালা বা বারান্দা দিয়ে লাফ দেয়া এসবও করবেন না (আজকের পত্রিকায় দেখলাম অনেকে লাফিয়ে পড়ে আহত হয়েছে)। সোজা কোন সোফা বা দুই নাম্বার পয়েন্টে যেভাবে বলেছি সেভাবে ঘরের মধ্যেই কোন অবজেক্টের পাশে আশ্রয় নিন।

৪। অনেককে বলতে শুনেছি ভূমিকম্পের সময় দরজার নীচে আশ্রয় নিলে নাকি বাঁচার সম্ভাবনা বেশি থাকে! দরজার নীচে বা পাশে থাকলে নির্ঘাত মারা পড়বেন। যদি দরজার নীচে থাকেন তবে সিলিং-এর নীচে চাপা পড়ে মারা পড়বেন আর যদি পাশে থাকেন দরজা আপনাকে দু’ভাগ করে কেটে ভেঙ্গে পড়বে।

৫। ভূমিকম্পের সময় কখনই সিঁড়িতে আশ্রয় নেবেন না। সিঁড়ির ‘মোমেন্ট অফ ফ্রিকোয়েন্সী’ বিল্ডিং-এর চাইতে ভিন্ন হয় এবং অনেক সময় বিল্ডিং ভেঙ্গে না পড়লেও সিঁড়ি দ্রুত ভেঙ্গে পড়ে।

৬। চেষ্টা করুন বাসার একেবারে ভিতরের দিকের রুমে না থেকে বাইরের ওয়ালের কাছাকাছি আশ্রয় নিতে। বিল্ডিং-এর ভেতরের দিকে থাকলে সবকিছু ভেঙ্গে পড়ার পর আপনার ‘escape route’ বা ‘উদ্ধার পাবার রাস্তা’ ব্লক হবার সম্ভাবনা বেশি থাকে। বাইরের ওয়ালের কাছাকাছি থাকলে ব্লক কম থাকবে, তাড়াতাড়ি উদ্ধার পাবার সম্ভাবনাও বেশি থাকবে।

৭। ভূমিকম্পের সময় যদি গাড়ীতে থাকেন, তাড়াতাড়ি গাড়ি থেকে নেমে গাড়ির পাশে বসে বা শুয়ে পড়ুন। গাড়ীর ভেতরে থাকলে রাস্তার ওপরের বিভিন্ন অবজেক্ট (আর যদি উপরে ব্রিজ বা ফ্লাইওভার থাকে তো কথাই নেই) গাড়ীর ওপর পড়ে গাড়ীকে চূর্ণ করার ফলে মারা যাবার সম্ভাবনা বেশি থাকে।

৮। যারা পত্রিকা অফিসে কাজ করেন তাদের জন্য সুসংবাদ। উদ্ধারকর্মী যাদের পত্রিকা অফিসে উদ্ধার কাজের অভিজ্ঞতা আছে, তারা বলেছেন- পত্রিকা অফিস বা যেসব অফিসে বড় বড় কাগজের স্তুপ আছে, সেগুলো কখনো কম্প্যাক্ট করে না। কাজেই এসব কাগজের স্তুপের পাশে তারা বড় বড় void খুঁজে পেয়েছেন। যারা এসব অফিসে কাজ করেন, তারা নিশ্চিন্তে কাগজের টালের পাশে আশ্রয় নিন।

৯। সব বড় ভূমিকম্পের পরপরই আরেকটা ছোট ভূমিকম্প হয় যেটাকে ‘আফটার শক’ বলে। এটার জন্যও সতর্ক থাকুন, না হলে পচা শামুকেই শেষমেষ পা কাটতে হতে পারে।

১০। প্রথম ভূমিকম্পের পর ইউটিলিটি লাইনগুলো (গ্যাস, বিদ্যুত ইত্যাদি) একনজর দেখে নিন। কোথাও কোন লিক বা ড্যামেজ দেখলে মেইন সুইচ বন্ধ করে দিন।
